Dishwasher is not properly set up to wash, rinsed and sanitize dishes. Water is not hot. Water temperature must be at the proper temperature, according to the manufacturer, during the wash and sanitizing rinse cycles. No residual on the dishes at this time indicating that the unit is not properly sanitizing dishes.
Repair/replace dishwasher.

Adjust sanitizer so that the concentration is between 50-100ppm. Dishes are to be sanitized, after washing and rinsing in the 2-compartment sink, in a sanitizing tub until dishwasher is repair or replaced and is indicating correct concentration of bleach. Allow a 10-second contact time and air dry.
