Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a bleach and water solution spray bottle sitting on the blackboard sill accessible to children in care.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Date to be Corrected: May 26, 2021

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Upon a review of six staff records, Licensing observed one staff's criminal record check (CRC) addressed to another facility.
Corrective Action(s): Ensure that staff records are complete prior to the staff working at the care facility.
Date to be Corrected: June 8, 2021.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Upon a review of six staff records, Licensing observed one staff's record missing character references.
Corrective Action(s): Ensure that staff records are complete prior to the staff working at the care facility.
Date to be Corrected: May 31.2021.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed only one pack of water in the emergency bin this is insufficient to recover in an emergency. Licensing provided education, to the staff, that there needs to be sufficient supplies in the emergency plan for all the children in care and staff to last for 72 hours. Licensing, only as a suggestion, provided some items that can be placed in the emergency bin.
Corrective Action(s): Ensure that there is an emergency plan in place that sets out procedures to prepare for, mitigate, respond and recover from any emergency.

Comments

Summary of Inspection
At the routine inspection conducted today, May 25, 2021, there were 9 children, and a staff present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
Health checks
Emergency Bin; only have emergency supplies in this bin, education that in the event of an emergency supplies can be shared and have a system in place to maintain the supplies and equipment.
The contents of the inspection report was reviewed with the Staff at the time of the inspection. This report was written off site ( .5 hrs ) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
