Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Licensing observed a tall shelf in one of the play area that is not secured to the wall.
Licensing provided education on ensuring that all tall shelves or cupboards are secured to the wall.
Corrective Action(s): Please ensure that all equipment, furniture and supplies are of sturdy and safe construction, easy to clean and of good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following accessible to children in care;
- A drawer in the kitchen that has many sharp and big knives in them. The drawer had a lock on it but the lock has broken leaving the drawer unlocked.
-A tower fan located in one of the play rooms. Potential for a child to pull it and have it fall on them and injury the child.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing measured the hot water temperature, in the bathroom, at 65 degrees Celsius.
Corrective Action(s): Please ensure that heated water accessible to children in care is heated to no more than 49 degrees Celsius.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon a review of two staff records, Licensing observed that one staff's certificate was not validated through the Early Childhood Educator registry (ECE).
Corrective Action(s): Please ensure that all staff records are complete prior to the staff working at the community care facility.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed children's small towels hanging on hooks in the bathroom. Some of these towels are touching one another. Licensing provided education that if hand towels are going to be used, by the children, then they cannot be hanging or touching one another and should be one time use only. Potential for cross contamination and spreading of germs especially during the COVID 19 pandemic. The Licensee explained that the children would use paper towels moving forward.
Corrective Action(s): Please ensure that a program is established to instruct children in and to practice the rules of, health and hygiene.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon a random review of five children's records, Licensing observed two children's records missing their immunization status.
Licensing provided education on what would be the intent of this regulation.
Corrective Action(s): Please ensure that all children's records are complete prior to the child attending the community care facility.

Comments

Summary of Inspection
At the routine inspection conducted today, December 10, 2021, there were five children, a staff and the Licensee present. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
COVID preventive measures in place; education provided on hand washing, health checks.
Outdoor toys; need to be cleaned.
Update photographs of children in care.
Minor incident log book.
Education provided on absent employees and staffing requirement.
Outdoor play; playground checks.
The contents of the inspection report was reviewed with the Licensee at the time of the inspection. This report was written off site (.75 hr) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
