Regarding two anonymous complaints received within 48 hours of another, Complainant stated "Brewhouse is not following CDC guidelines regarding COVID-19 at all! Customers were able to get up from their table and dance without masks on." and " Brewhouse does not enforce mask wearing or staying seated at tables. Since you stopped inspecting bars regularly it has been a free-for-all." Customers are allowed to stand and at the bar, stand to dance, stand to take photos without wearing face coverings or masks. The Staff is not correcting the issues. Its a free for all now that the Health Department is not inspecting as much.

A Compliance Check-In inspection was completed at 8:30 PM on 1/14/2021. Observed the bar to be very crowded. Manager was able to provide a count of 99 guests which seemed to be accurate. The staff are providing wrist bands to each customer. Once at capacity, they limit entrance until someone leaves (one for one). Process seemed to work well. It was discussed that the seating capacity may need to be reduced to reduce the crowding. Manager stated they would try to drop the capacity to 85. It was recommend that it may need to be dropped lower. The posted seating capacity shall not be more than the seats available. Observed multiple customers standing at the bar and through the seating areas. Observed many customer to be moving around the bar with masks below their mouth and nose. Observed multiple customers to be standing, dancing, getting group videos and photos taken without mask on.

Overall, Observed all the staff were properly wearing masks and following other safety practices. Staff will need to improve customer compliance. Staff is reasonable for ensuring customers are only consuming while seated, wear masks or face coverings when standing, moving to the the bar to order drinks or to use the restroom, dancing, etc. Social distancing requirements need to be enforced at all times. Recommend limiting or removing the seating at the bar. Allowing customer to sit and consume at the bar has allowed the customers to gather while ordering drinks. The number of customer approaching the bar shall be controlled for the safety of the staff. Recommend developing a marked designated location for customers to order from the bar and provide social distancing floor marks to help guide social distancing efforts. The bar and table seating should be operating similar to sit down service in a food service to limit the amount of people moving around. Either provide table service to each table or communicate to customers that one or two customers are permitted to approach the bar to order. Upon entry into the facility, customer shall be directed to their table and seats. Customers first stop should not be ordering from the bar. Groups of people need to maintained separated meaning multiple customers should not be permitted to be standing at the bar together or standing to dance in large groups. Owner and management demonstrate concern to correct the issues and were open to recommendations.

The barriers to separate groups at the bar are effective. However, these barriers should not allow groups to be at the bar 2 or 3 people deep.

Owner has recently consulted with the Health Department to expand the operations into the basement. The Health Department highly recommends moving forward with these plans once the basement space has been inspected and approval has been provided. The basement bar needs to ready to operate per the Ohio Food Code and the entire space is in need of significant cleaning. Reducing the seating capacity upstairs and adding additional seating/private dance space downstairs will help reduce the risk COVID-19 spread. Please contact the KCHD when the basement is ready for inspection. Owner has stated in a phone call that the seating at the bar will be removed to eliminated. This should help reduce the gathering issues at the bar.
