Fixed equipment did not appear to be spaced for cleaning. The large back room is cluttered, making cleaning difficult.
Equipment that is fixed shall be installed so that it is spaced to allow access for cleaning, from adjoining equipment, walls, and ceilings a distance of not more than one thirty-second inch or one millimeter; or sealed to adjoining equipment or walls, if the equipment is exposed to spillage or seepage; Counter-mounted equipment shall be installed to allow cleaning of the equipment and areas underneath and around the equipment as specified in this rule. Observed a handwashing sink without water at the required temperature. The bathrooms did not have hot water.
To ensure proper cleaning of hands, a handwashing sink shall be equipped to provide water at a temperature of at least 100° F (thirty-eight degrees Celsius) through a mixing valve or combination faucet. TURN THE HOT WATER BACK ON IN THE BATHROOMS. Correct By: 26-Sep-2015

Repeat The floor and wall junctures are not properly coved or closed, or floor drains were not provided. The ceiling wall junction in the small back room has gaps.
In FSO's or RFE's in which cleaning methods other than water flushing are used for cleaning floors, the floor and wall junctures shall be coved and closed to no larger than one thirty-second inch; where water flush cleaning methods are used, shall be provided with drains and be graded to drain, and the floor and wall junctures shall be coved and sealed. The majority of food preparation must be done behind the bar. The back room can be used for heating already prepared sandwiches and soups only. No hand contact with food can been done in the back room because the hand sink has not been installed yet.
