Critical Repeat Pool free chlorine disinfectant residual was below 1 ppm. There was no detectable level of chlorine in the pool. According to the manager the when the water is tested in the morning there is no chlorine, and so chlorine is added by hand to the pool. The inspection was performed at 3:00 on a monday afternoon, and there was no chlorine present, since the pool was open bathers may have used the pool without any level of disinfection residual. This has occured during several previous inspections.
Do not operate the pool until the chlorine disinfectant residual is at 1 ppm or above.

3701-31-04 ( D )(6)(a) / ORP reading shall be 650 millivolts or greater.

3701-31-04 (B)(4) / The licensee /authorized representative is keeping records
The licensee /authorized representative was not keeping or maintaining operational records. The facility was not maintaining accurate records of pool water testing. By the manager's admission the pool water would have no detectable chlorine residual in the morning, and then chlorine would be added to the pool to reach the minimum required disinfection residual. However, disinfection residual records were filled out with 2 ppm everyday, several times a day for weeks on end. This is inconsistent with the manager's account of pool operation. The facility is required to maintain accurate records of readings everyday.
All facility records must be maintained and available for review upon request.

Comments
Facility had the automatic chemical controller uninstalled a couple years ago and removed the chlorine chemical feeder. The muriatic acid feeder was still hooked up, but was no longer in use. All chemicals were being added by hand to the pool every day. The facility will be required to replace any uninstalled equipment and provide an equipment replacement form to the state for approval.

A warning sign was affixed to the door of the pool area informing the public of the conditions of the pool. The sign may only be removed after the necessary corrections have been made.
