A back/spine board without a head immobilizer and straps was not provided at the unguarded pool. Rigid back/spine board replaced with a non-rigid spine bag, must have a rigid back/spine board available to immobilize the spine in the event of a suspected spinal injury.
Provide the back/spine board at the pool at all times.
